Job Summary
The Sr. Director of Finance is primarily responsible for ensuring compliance with federal regulations in accordance with OMB A-122, A-133 and A-110, as well as other applicable federal, state and local regulations. This position will be a hands-on practical leader who straightforwardly directs and manages the accounting functions for CureSearch for Children’s Cancer. The Sr. Director of Finance works collaboratively with the CEO, other senior department heads, and interacts with all staff levels within the organization. The Sr. Director of Finance reports to the CEO.
Responsibilities and Duties
- Responsible for oversight and delegation for implementation of Generally Accepted Accounting Principles (GAAP), all applicable Financial Accounting Standards Boards (FASB) regulations for nonprofit accounting, SAS regulations and accurate internal control systems in all accounting areas.
- Collaborates with the CEO in managing accounting activities including but not limited to:
- Regular monitoring of the online Federal Payment Management System – both draw downs and deposits;
- Month-end closing, accounts reconciliation, financial statements preparation and analysis, and financial reports;
- Oversight, implementation and maintenance of the financial accounting policies and procedures for the organization and the department assuring that they comply with applicable laws and regulations.
- Compliance issues including but not limited to IRS, taxation as applied to nonprofit organizations, OMB Circulars A-122 and A-133, FASB 114, 116, 117 & 122.
- Preparation of the annual budgeting process by providing historical departmental revenue and expense data, updating the departmental and consolidation financial models, and providing other required detailed budget schedules in conjunction with timeframe provided;
- Planning and oversight of the annual financial audit process by completing all schedules required by external auditors;
- Preparation and filing of all annual mandated state and federal tax reporting.
- Policies and procedures relating to fiscal administration are developed and administered by this position. Develop, implement and maintain all policies, procedures, systems and controls to maintain proper accounting practices, records and books. Design and implement necessary systems and procedures to ensure efficient workflow in the department and accommodation of additional routine tasks as required.
- Oversee procurement, accounts payable/receivable and payroll.
- Assess/analyze the requirements of the accounting information system, optimize the effectiveness of the Solomon accounting system and ensure requirements and needs are met. Work with consultants as required.
- Assist CEO in strategic planning activities for CureSearch. Plan, develop and implement short and long term budgets for CureSearch. Provide projections and forecasts and analyze financial impact. Provide data, recommend strategies and implement changes in the financial area.
- Assists in preparing financial data used annually to negotiate an indirect cost rate with the Division of Cost Allocation of the U.S. Department of Health and Human Services (“DHHS”).
- Oversee the month and year-end closing, assist in the preparation of the annual budget, preparing tax returns and monitoring/adjusting internal tax policy and practices, and lead the annual financial statement and A-133 audits and report findings on a regular basis to the CEO.
- Serve as principal liaison between federal agencies and private sponsored projects for all financial inquiries as required.
- Oversee and delegate responsibilities in areas of day-to-day operations and management of the Finance and Accounting department.
- The Sr. Director of Finance will be responsible for the preparation and completion of the required financial reports to be submitted to the Finance Committee and to the CEO, for presentation to the Board of Trustees meeting.
- Implement a comprehensive budgeting and periodic departmental review of budget performance monitoring that is tied to the strategic plan of the organization. Responsible for providing various department heads monthly actual vs budget reports and develop corrective action strategies for significant unfavorable variances.
- Responsible for the organization’s tax policy, practices, preparation and filings. Analyzes, recommends, and implements tax strategies as they relate to the organization’s activities. Keep abreast of the latest tax changes and analyze its impact on the organization.
- Oversees external auditors and Federal government auditors to ensure that all financial data and schedules requested are provided in a timely and accurate manner.
- Provide the CEO with accurate financial reports on a monthly basis.
- Spearhead the conversion to a new accounting system through the installation and application of a more up-to-date nonprofit accounting software program.
Position Requirements
- BS/BA Degree in accounting, MBA preferred, CPA designation required.
- Minimum of 10 years overall GAAP accounting experience, with minimum 7 years experience successfully managing accounting staff; preferable in a non-profit organization that receives federal government funding.
- Familiarity with federal law and OMB regulations and circulars related to grant and indirect cost accounting.
- Familiarity with automated accounting systems for federal grantee organizations, proficient with automated accounting grant, time & effort systems and experienced user of MS Office.
- Excellent interpersonal skills to interact with all CureSearch staff levels, senior management, federal agency personnel, vendors and management.
- In depth knowledge and experience with sponsored research and gift accounting programs, accounts payable and general fund accounting.
